· We share information corresponding to REPRO II. Through Resolution 198/2021 (B.O 04/19/2021) issued by the Ministry of Labor, Employment and Social Security, the “REPRO II Program” is created, which will consist of an individual and fixed monetary sum to be paid to workers, on account of the payment of remunerations by the employers participating in the Program and included in the attached Annex. Benefit amount: It consists of a monthly sum for each active employment relationship of the employer subject reached by the Program, according to the classification of the sectors detailed in the attached Annex. I. Non-critical affected sectors: $9,000 II. Critical sectors: $ 12,000 III. Health sector: $ 18,000 In the event that the net remuneration received by the worker is less than said value, the subsidy will be equal to the net remuneration (which will be determined by applying EIGHTY-THREE PERCENT - 83% - to the total remuneration declared in the AFIP Form F-931). · Information to present to access REPRO II: a. Payroll of dependent personnel, including total remuneration and the Uniform Bank Code of the worker. b. Balance corresponding to the last fiscal year closed in accordance with current regulations on the matter, certified by the College of Professionals of Economic Sciences. The certification may be holographic or digital. c. Digital form with informationacute;n economic, patrimonial and financial of the employer requesting the benefit. d. Certification of the employer, or legal representative, of the veracity of the information included in the digital form established in section c). For employers whose companies have EIGHT HUNDRED (800) or more workers, the certification will be required to be endorsed by an accounting professional and the corresponding legalization by the Professional Council of Economic Sciences of the corresponding jurisdiction. e. Sworn declaration by which the owner of the requesting company declares that he is a taxpayer of the obligation to pay the extraordinary contribution provided for in article 1 of Law 27,605 and has complied with said obligation. In the case of legal entities, the shareholders reached by the obligationThey must present the sworn declaration jointly or individually. · Preselection and selection criteria to access the benefit:
I. The employer must belong to the private sector. II. Those employers who receive subsidies from the Public Sector will not be able to access the Program, with the sectoral exceptions defined by the regulations of the Emergency Assistance Program for Work and Production (ATP). III. The main activity of the employer must be included in the list of critical and affected non-critical sectors, or belong to the Health Sector, according to the classification of activities established in the Annex that is part of the measure.a. IV. The variation in billing, between the reference month of 2021 and the same month of 2019, must present: i. A reduction of less than TWENTY PERCENT (20%), in real terms, for non-critical and critical sectors. ii. A reduction of less than ZERO PERCENT (0%), in real terms, for the Health Sector. The Evaluation and Monitoring Committee of the REPRO II Program will express, in nominal terms, the real variations defined in section IV of this subsection. The resulting nominal variations will constitute the parameters that employers must meet to complete the pre-selection phase. Sole compliance with the pre-selection criteria does not imply access to the benefits of the Program.
They constitute the evaluation of a set of economic, financial and labor indicators, calculated for the last THREE (3) months from the month prior to the registration date and for the same months of the previous comparison period. The indicators are the following: I. Percentage variation in billing. II. Percentage variation in VAT purchases. III. Debt in the reference month of 2021 (total liabilities / net worth). IV. Current liquidity in the reference month of 2021 (current assets / current liabilities). V. Percentage variation in electricity and gas energy consumption. VI. Percentage variation in the relationship between total labor cost and billing. VII. Percentage variation in imports. For all indicators, except those of indebtedness and current liquidity, the reference period for the percentage variation is the last THREE (3) reference months of the year 2021 in relation to the same months of the year 2019. The detailed indicators may be subject to adaptation or modification according to the evolution and development of the Program. Different parameters may be defined for the set of selected indicators considering whether the employers belong to the critical, non-critical sectors or the Health Sector. · Evaluation and Monitoring Committee of the “REPRO II Program The Evaluation and Monitoring Committee of the “REPRO II Program” is created, which will have the following functions: a. Recommend the application of the nominal variation in billing required, considering the variation in real terms proposed and the evolution of inflation observed during the period under analysis. b. Define the parameters that the established indicators must achieve for employers to access the program, considering the number of applied subjects, the prevailing economic situation and the assigned budget. c. Define differentiated and/or specific parameters for critical sectors, affected non-critical sectors and for the Health Sector. d. Evaluate and propose modifications to the indicators established in the measure. e. Recommend the incorporation of employers belonging to activities not included in the list of critical and affected non-critical sectors, but they are in a crisis situation according to the parameters established by the Evaluation and Monitoring Committee. f. Recommend the incorporation or exclusion of economic sectors reached by the REPRO II Program, and their classification as critical or non-critical affected. · Salaries for the month of April 2021 critical sectors: For salaries accrued for the month of April 2021, the Program will establish, during said monthly period, for employers in critical sectors, the following specific conditions: a. The benefit amount will reach a maximum of PTHOSE EIGHTEEN THOUSAND ($18,000). In the event that the net remuneration received by the worker is less than said value, the subsidy will be equal to the net remuneration (which will be determined by applying EIGHTY-THREE PERCENT - 83% - to the total remuneration declared in Form F- 931 of the AFIP). b. The criteria to access the benefit are the following: I. Billing for the period between April 1 and 20, 2021 and the same period in 2019 must present a reduction of less than TWENTY PERCENT (20%) in real terms. The Evaluation and Monitoring Committee of the REPRO II Program will express in nominal terms the real variation defined in this section. II. The current liquidity indicator (current assets / current liabilities) for the month of March 2021 must present a maximum value that will beá defined by the Evaluation and Monitoring Committee of the REPRO II Program. · New criteria These criteria replace those established in article 5 of the Resolution of the MINISTRY OF LABOR, EMPLOYMENT AND SOCIAL SECURITY No. 938/2020, with the exception of those provided in sections I, II and III of subsection a) of said article. a. It is exempt from the obligation to present the balance sheet corresponding to the last fiscal year closed in accordance with current regulations on the matter, certified by the College of Professionals of Economic Sciences. In case of serious inconsistency between the billing information declared in the REPRO II form and that recorded in the AFIP registry, the refund of the amounts of the benefits granted will be required, without prejudice.judgment that in the event of falsehood in the information declared and presented to access and obtain the benefit, said action will result in the immediate expiration of the same and the suspension of re-enrollment in the Program without prejudice to the legal actions that may be initiated by this Ministry and/or the FEDERAL ADMINISTRATION OF PUBLIC REVENUE (AFIP). · Suspension of liquidation of additional amounts in the tourism sector Suspend the settlement of monetary sums of an additional and complementary nature to the benefit, to be paid to workers, on account of the payment of remunerations by employers who are beneficiaries of the “REPRO II Program” and carry out activities that are linked to tourism, while the provisions for salaries earned for the month last.April 2021 for employers in critical sectors. This suspension will apply to the settlement of those additional sums destined to account for the payment of remunerations by employers included in the sectors established as critical within the framework of the REPRO II Program.
