National public works. Will it take off as the budget shows “on paper”?

In the 2021 budget project, the national Executive projects that capital spending will end the year representing 1.7% of the product, that is, it expects that in the last three months capital spending will be higher than in the first nine months. 

A fiscal challenge appears for the national government in this special year 2020, marked without a doubt by the coronavirus pandemic.
