1. Environment and sustainable development: Survey of Actions VolUntarian for the Mitigation of CO2 Emissions of the Industrial Sector for companies

The UIA has been called to be part of the External Advisory Council of the National Cabinet for Climate Change.

From the Departments of Environment and Sustainable Development and Energy of the UIA we have promoted the climate change commission to monitor actions and proposals. In this sense, we call for this survey of voluntary actions by companies in the industrial sector, seeking to reveal future voluntary commitments to reduce CO2 emissions assumed by large, medium and small companies. The aim is to know the goals, ambitions or targets and the conditions that should be met to achieve them.

Based on the commitments already assumed by the industrial sector with the public sector that represent the scope established in the Det Contributionscompleted at the National Level (NDC) already presented, it is expected to reveal what voluntary reduction actions companies have operational or are planning.

The National Climate Change Cabinet (GNCC) is developing a long-term development strategy low in emissions and resilient to the impact of climate change to present to the international community at COP26 Glasgow – Scotland, the first week of next November.

The framework is defined by goals that are already assumed and committed regarding Climate Change. And the path to reach the committed goals still needs to be defined. As a business representation entity, at the UIA we have the opportunity to make suggestions and proposals.

The key: the path to achieving those goals is as important as the goals themselves. That is why the informationWhat we request will be very useful to propose a path that can be followed by our industry, in accordance with the reality from which we start and the goals we intend to reach.

To this end, we ask the member chambers to disseminate this survey aimed at those companies that have made, are making or plan to make commitments and voluntary actions to reduce CO2 emissions with the intention of positioning themselves before the world and contributing to the goals set at a global and local level, but promoting Argentine industrial activity. 2. Te Sumo Program (“Youth and MSMEs”) of SePyME and Secretary of Employment:

It is a program that provides economic benefits for MSMEs that incorporate unemployed young people between 18 and 24 years old with completed secondary education.

The program unifies and allows the accumulation of existing benefits from the Ministry of Labor (Job Insertion Program (PIL) and Job Training (EPT)) and the Ministry of Productive Development (ANR and bonuses).rate ion in credits). In addition, there will be a reduction in employer contributions that was sanctioned by decree.

Details of benefits

1. Job training:
   • It will be within the framework of the Work Training (EPT) program of the Ministry of Labor
   • Minimum of 4 hours a day (20 hours a week)
   • Up to 6 months
   • Consideration: $15,000 per month (100% paid by the State in the case of microenterprises and 80% in the case of small and medium-sized businesses)
2. Hiring (these benefits are cumulative):
   • Salary supplement paid by the State: the amount will depend on the size of the company and the gender of the person hired. It will consist of the sum of two benefits:
     
     PIL - Min of Work (for up to 9 months for men and 12 months for women, trans and personon-binary nas):
     • $18,000 for micro
     • $14,000 for small
     • $11,500 for medium
   • ANR - SEPYME (12 months):
     • $13,000 for women, transvestites, transsexuals and transgender
     • $10,000 for men
   • Reduction of employer contributions (12 months): 90% reduction if the person hired is a man or 95% reduction if they are women or non-binary people.
   • FONDEP rate discount on financing lines from authorized entities.

How does it work?

Registration has two stages:

• The first is virtual through the new employment portal (www.portalemplo.gob.ar) from the Ministry of Labor.
• The secondIt is done in person, through the Territorial Agency of the Ministry of Labor closest to the company or the Municipal Employment Office, which contact the companies to complete the application.

It is important to note that candidates to be hired must also register on the employment portal.

3.Tax news: extensions of benefits:

A) Suspension of tax executions and AFIP seizures

Through the RG 5052/2021, the AFIP extended the suspension of the initiation of tax execution trials and seizures against micro, small businesses and subjects of critical sectors (as defined for the REPRO II).

In the case of the rest of the companies/subjects, the suspension only extends to embargoes on funds and/or securities of any nature, deposited in financial entities or on accounts receivable, as well as judicial cash intervention.

The amounts claimed for Solidarity Contribution and Personal Assets are excluded from the benefit.

The measure, which was valid until August 31, was extended until November 30, 2021.

B) Temporary flexibility of permanent payment plans

Additionally, AFIP extended the extension again by the maximum amountma of permanent payment plans, number of permitted installments and the reduction of the financing rate applicable to permanent payment plans established by RG 4268/2018.

In this way, the benefit that was valid until August 31, has now been extended until November 30. We remind you that this benefit is valid (with successive extensions) since August 20, 2019.

C) Use of “digital presentations” and exemption from recording biometric data

Finally, through the RG 5055/2021 the obligation in the use of digital presentations for taxpayers to make certain presentations before the AFIP.

In both cases, the extensions apply until November 30.

4.Energy News:

A) Quarterly Seasonal Programming for the period August – October 2021

Through Resolution No. 748/2021, the Ministry of Energy approved the Quarterly Summer Seasonal Programming for the period August 2021 – October 2021. The notable points are:

1. Large Users of Distributors (GUDIs); sanctioned seasonal prices are modified.This change will also take effect from August 1, 2021 of the current year. The new values ​​can be seen in the following table.   
2. Large Users of the MEM (GUMA/GUME/GUPA) the variable charges of the Toll rate will be increased due to the higher economic cost of the losses (which are valued at the sanctioned seasonal price). This will be reflected in the tariff tables that apply as of August 1, 2021.

B) ENRE Resolutions N°262/2021 and 263/2021

Users with demands >300 kW (GUDIs) and MEM GUs (toll users) will see variable bill charges increased by approximately 23% starting from the consumption of the month of August, inclusive.

C) Natural Gas

Res 487/2021 of the Ministry of Economy establishes that the surcharge provided for in article 75 of law 25,565 and its amendments will be equivalent to 5.44% of the price of PIST natural gas, for each m³ of 9,300 kcal that enters the system. of pipelines in the National Territory.

the sameSurcharge percentage will be applicable to the volumes involved in self-consumption. Validity is from September 1, 2021.

The new value has to do with the increase in the number of beneficiaries reached by the modification of the area included as Cold Zone. ENARGAS must adjust the procedures for billing.
