The Association of Metallurgical Industrialists (AIM) participated in the information day organized by the UIA, where the scope of Law 3502 "Invierte Neuquén" was delved into. The objective of the event was to reveal first-hand the promotion tools that the Neuquén government made available to strengthen the industrial value chain and encourage the establishment of private investments.

A bridge to Vaca Muerta and other industries

During the event organized by UIA, it was highlighted that the law not only seeks to strengthen the Oil & Gas sector, but also to diversify the productive matrix towards the manufacturing, logistics and technological industry. For metallurgical companies in our region, this represents an opportunity for scale through:

• Tax exemptions: Benefits of up to 100% on provincial taxes (Gross Income, Stamps and Real Estate) for a period of up to 10 years.

• Access to Industrial Parks: Promotional sale of land in key areas such as Añelo, Zapala and the Z1 park, with guaranteed infrastructure schemes.

• Assisted financing: Credits with a subsidized rate via IADEP/Centro PyME and guarantees through Foganeu.

Focus on Human Capital

One of the most relevant points discussed at the UIA meeting was the coordination between the public and private sectors for technical training. Proposals were presented to mitigate competition for qualified labor between the oil and metalworking sectors, including programsshort-term specific training and educational connectivity scholarships.

Single Window and Evaluation

The presentation made it clear that the reception of projects is through a digital single window. Investments are divided into a simplified regime (between USD 500,000 and USD 1,000,000) and a general regime. The technical evaluation, carried out by CEPIN, prioritizes territoriality (projects outside the capital of Neuquén), the generation of local employment and technological innovation.

 The framework of regulatory stability for 10 years that this law offers is a powerful tool for those who project sustained growth in southern Argentina.
